Republic of Angola on Cease-fire

| The
Government of Unit and National Reconciliation of the Republic of Angola
welcome effusively, during the meeting of Council of Minister of March 30,
2002, the Angolan Armed Forces leadership and the Military Forces of the
Unita for the agreement reached in relation to the attainment of a cease-fire
and the resolution of all the military questions that still hanging.
The Government congratulates with the seriousness and maturity of this act, that creates the conditions for the conclusion of the implementation of the Lusaka Protocol and for the definitive end of the armed conflict in Angola, which open new perspectives for the life of all the Angolanos, who finally will be able to peacefuly devote themselves to the tasks of reconstruction and enlargement of our country. The Government take notes with satisfaction with the climate of healthy cooperation, fraternity and sublime sense of patriotism demonstrated during the military talks that allowed the end of cautions and suspicioness, natural in similar situations, leading to a sincere search of efficient solutions for concrete problems and of great impact in the destiny of the Nations, among which the non engagement, quartering and conclusion of the demilitarization of the UNITA and the global incorporation of its staff, for a later selection and inclusion of its General Officers, Sergeants and Solidiers in the AngolanArmed Forces as well as in the National Police, in accordance with the existing organic vacancies, the consequently social reintegration of the demobilized staff through the recognition of their civic values and socio-profissional promotion by the agencies and competent entities of the Government. In this context, the Government also approved during the Cabinet meeting the Daft Law of Amnisty that will be submitted to the Parliament, for the solution of military crimes and those against State Security committed in the ambit of the armed conflict. The Government considers that, ones the military questions are solved, it will be possible to proceed to a second phase concerning the pending political matters of the Lusaka Protocol, creating for it the necessary mechanisms. This will apply that the various tendencies within UNITA reache freely an understanding aiming to the designation of some of its members to the posts previously accorded. The Government reaffirms that only the full participation of all the citizens in the national life, by using their legitimate rights to free expression of the thought within the context of tolerance, acceptance of the right to difference and the respect of the constituted legality, it will be able to contribute for the full consolidation of the Democratic State of Law. In all this process, the Government considers basic the cooperation of the International Community, represented by the United Nations Organization and by the " Troika " of the Observing Countries, capable to play an active role in the implantation of the Lusaka Protocol, assistance to the process of demobilization and extinguishing of UNITA's Military Forces, humanitarian aid to the needy population as well as in other decisive future tasks for the normalization of the life in country. Taking in consideration its global importance, the Government intends to confer the due solemnity to the act of formal signature of the Memorandum of Agreement between the Military Leadership, carrying out a cerimony in the Palácio dos Congressos, next April 4. For this porpose the government intends to invite national and foreign entities, specially the Special Representative of the General Secretary of the United Nations and the Heads of the General staffs of the Armed Forces of the " troika " of the Observing Countries, the neighbouring countries, CPLP (The Community of Portuguese Speaking countries) and the SADC countries as well as the Nigéria and Gabon.
