Angola`s Head of State, José Eduardo dos Santos,
defends the maintenance of the character of the African
Union, as an association of sovereign states that aims at
achieving common goals, as outlined in its Constitutive
Act.
This stand is contained in a letter presented Monday in
Accra, Ghana, at the 9th ordinary summit of the AU`s heads
of State and Government, by the Angolan Foreign

de Miranda, who is attending the meeting in representation of the
Head of State.
In the document, president Eduardo dos Santos states that there
has to be a clear definition of the role of each organ in the AU
structure.
He reminded that each state has necessarily a programme of government
that is approved by the respective parliaments, adding that the
AU must have its own minimum programme, harmonising it with other
middle and long term plans.
"The minister can hold concert meetings every two or three
years, in an alternating way and under the guidelines of the Union,
so as to avoid more than two meetings per year", he explained.
President José Eduardo dos Santos foresees that in relieving
a little the structures of the AU Commission, funds from this organ
can also be released to aid poorer states.
The Angolan statesman also suggests the establishment of an African
Union Solidarity Fund, designed to aid poorer countries.
This fund should get contributions from minerals (gas and oil) exporting
countries, as long as they have the necessary financial income surplus
from its transactions, within a specific time limit.
On the other hand, he underlines the need for the negotiation on
the participation of foreign firms operating in Africa, with a percentage
to be defined for their annual net income, should it go beyond Usd
200 million.
At external level, he is of the opinion that the Union participates
at all negotiations and global processes, namely at concert meetings
for the outlining of strategies to fight against terrorism, United
Nations reforms, G8 meetings, matters relating to environment and
global security, among others.
